La presente consulta busca conocer la opinión de la comunidad de profesores y estudiantes, respecto de alternativas posibles que permitan recuperar la normalidad académica de nuestra Universidad.

UN abre consulta electrónica a comunidad universitaria sobre anormalidad académica
Agencia de Noticias UN – Sede Bogotá. – Las directivas de la Universidad Nacional de Colombia abrieron una consulta electrónica para que la comunidad académica se pronuncie frente a la situación de anormalidad en las sedes Bogotá, Manizales, Medellín y Palmira.
Se trata de consultar la opinión de profesores y estudiantes de las sedes de Bogotá, Manizales, Medellín, Palmira, Amazonia, Caribe y Orinoquia.
De acuerdo con la Resolución 552 del 28 de mayo del 2007, a los estudiantes se les preguntará de la siguiente manera:
“Por favor, responda con cuál de las afirmaciones está de acuerdo:
1. Reiniciar las clases de manera inmediata, al tiempo que haya espacios para el análisis de temas estratégicos para la Universidad.
2. Continuar el análisis de temas estratégicos para la Universidad sin que se reinicien las clases”.
A los profesores, según la Resolución, se les preguntará así:
“¿Está usted de acuerdo con el bloqueo a las actividades académicas como una forma de expresión de las protestas?
1. Sí
2. No”
La consulta está abierta desde las 7 de la mañana de hoy (29 de mayo) hasta las 12 del día del próximo jueves 31 de mayo. En ella podrán participar los 2.933 docentes de la Universidad y los 45.570 estudiantes.
Los profesores y estudiantes que no tengan acceso a un computador podrán participar de la consulta en la Hemeroteca de la Universidad.
Los resultados serán presentados a la comunidad académica a través de la página Web de la Universidad www.unal.edu.co, en el vínculo ‘Consulta Comunidad Académica’.
La realización de la consulta y la consolidación de sus resultados tendrán la coordinación de la Secretaría General de la Universidad y serán vigilados por la Defensoría del Pueblo y la Oficina Nacional de Control interno de la Universidad.
El número de la cédula y el correo electrónico garantizan que nadie emita su opinión más de una vez.
El Secretario General de la Universidad, Jorge Ernesto Durán, advirtió que la UN diseñó un sistema que mantendrá el anonimato de cada uno de los participantes.
Durán aclaró que “la consulta es una opinión que se solicita a la comunidad académica y no corresponde a una votación. Por eso, no vamos a encontrar voto en blanco. Es una postura. Eso nos sirve como parámetro respecto de las decisiones que se van a tomar para la Universidad, el viernes próximo en el Consejo Académico.”

Agencia de Noticias UN – Sede Bogotá. – El Vicerrector de la Sede Bogotá de la Universidad Nacional de Colombia, Fernando Montenegro, afirmó que aproximadamente el 25 por ciento de la comunidad académica universitaria de la institución ha participado en la consulta electrónica.
Según Montenegro, hasta el momento han emitido su opinión 6.841 estudiantes y 479 profesores. La UN cuenta con 2.933 docentes y 45.570 alumnos.
Para Montenegro, la participación ha respondido a las expectativas de los directivos de la Universidad. “Ha sido un día tranquilo. Siento que la jornada ha ido bien. Es un buen dato que hasta el momento haya opinado cerca del 25 por ciento de la comunidad”, dijo el Vicerrector.
Informó que hoy se llevó a cabo en Bogotá un Consejo de Sede, en el que se le propuso al Rector de la UN, Moisés Wasserman, un cambio de calendario en las actividades académicas. “Le propusimos –dijo Montenegro- que el 15 de julio sea el día límite para la entrega de notas de este semestre”.
Aseguró el Vicerrector que los directivos de la UN están haciendo todos los esfuerzos para que el semestre concluya sin contratiempo alguno. “No queremos cancelar el semestre. Es un costo muy alto para el país y para la comunidad académica”, agregó.
La consulta electrónica continuará hasta el próximo jueves a las 12 del día.

Agencia de Noticias UN – Sede Bogotá – Los resultados de la consulta electrónica, realizada por la Universidad Nacional de Colombia, deslegitimaron los bloqueos y la anormalidad académica, afirmó el Rector de la universidad, Moisés Wasserman, en rueda de prensa que concedió en la Sede Bogotá.
"Hay algunos grupos en la Universidad que asumieron que el sistema de las asambleas –que es un sistema en el que no hay quórum, no hay número decisorio, no hay identificación de participantes– debe ser decisorio y vinculante para toda la comunidad", aseguró el Rector.
Y agregó que “me parece que lo que está diciendo en este momento la comunidad es que no reconoce esa hipotética delegación en las asambleas para tomar decisiones respecto al futuro de la Universidad y respecto al comportamiento general de la Universidad, y que la comunidad asume que es ella misma, en su complejidad, la que debe discutir estos problemas".
Sobre la consulta, el Rector Wasserman aseguró que "con estas características, y alrededor de estos temas, es la primera vez que se hace un ejercicio de democracia de esta magnitud".
Los resultados
El profesor Wasserman dijo que el 30 por ciento de los estudiantes de la Universidad participó en la consulta. Agregó que la participación de los profesores llegó al 33 por ciento.
Un total de 13.691 estudiantes participó de la consulta. De ellos, 8.473 escogieron la opción de "reiniciar las clases de manera inmediata, al tiempo que haya espacios para el análisis de temas estratégicos para la Universidad".
Otros 4.689 opinaron "continuar el análisis de temas estratégicos para la Universidad sin que se reinicien las clases". Y 529 ingresaron al sistema, pero no emitieron su concepto.
De los docentes, 1.042 participaron en la consulta. De ellos, 41 opinaron Sí, mientras 886 optaron por el No a la pregunta: "¿Está usted de acuerdo con el bloqueo a las actividades académicas como una forma de expresión de las protestas?". Por otra parte, 115 docentes ingresaron al sistema, pero no opinaron.
Al respecto, el Rector dijo que "el resultado deslegitima contundentemente las acciones de fuerza que unos pocos han tomado. Una comunidad académica responsable, una comunidad académica sensata, como es la Universidad Nacional, debe sacar conclusiones muy claras de esta deslegitimación de las medidas de fuerza. Yo espero que eso sea suficiente para lograr en conversaciones, en discusiones con los líderes del movimiento, levantar todas esas medidas de presión".
"Estos grupos –añadió– ya no representan a la Universidad. Las puertas que la Universidad les abrió, las cerraron ellos mismos".
El Consejo Académico
El Rector manifestó, además, que la consulta no es decisoria y no pretendía serlo. "Esto, realmente, es un elemento más para el Consejo Académico (que se reunirá el 1 de junio) y para la Rectoría. Es un indicador. Es una señal muy fuerte a la comunidad, es una señal de que la comunidad quiere continuar con su análisis de la problemática, su discusión e incluso su protesta, en medio de la normalidad académica y sin suspensión de clases".
Ante el planteamiento de la posibilidad de que el semestre sea cancelado, el Rector Wasserman afirmó que "en la Dirección de la Universidad somos bastante reacios a la pérdida de un semestre. La pérdida de un semestre es un costo extraordinario para nosotros en la Universidad, es un costo tremendo para los estudiantes y para las familias, costo que nosotros trataremos de evitar en la medida de lo posible".
A la pregunta de qué pasaría si la decisión del Consejo Académico es convocar a clases pero, a pesar de esto, los bloqueos y la situación de anormalidad persistieran, el Rector Wasserman manifestó que "en caso de que la situación permanezca, se convierte esto en un problema de orden público. La Universidad no tiene instrumentos propios para resolverlo y entonces deberá resolverse como se resuelven los problemas de ese carácter".
La consulta contó con la veeduría de la Defensoría del Pueblo y de la Oficina de Control Interno de la Universidad, que siguieron de cerca el proceso y confirmaron su transparencia.
